Suqian City’s Carving out Cultuere in Construction

A district looking for long-term development cannot leave with the strength of culture. Therefore, Suqian strongly pushes forward the construction of carving out culture proceeding from the needs of buliding a well-off society in an all-round way. On this way, carving out becomes the aware motion of Suqian people which turning into the powerful spirit move in pushing Suqian’s leap-forward development.

　　Suqian City’s Carving out Cultuere construction initiates from 2006. During this short period, with the novel, characteristic, pragmatic practice, we have achieved great success writing a glorious page on the development history of Suqian.


The 1st festival of carving out culture
　　On May 8, 2006, Zhang Xinshi ( Municipal Scretary ) launched an important speech “establish learning organ, lead carving out culture in Suqian” in the educational training mobilization meeting for all the city’s cadres. It’s the speech that specificly bringing forward the construction of carving out culture with Suqian’s characteristic, and becomes the start-running point. Two days later, he stressed again that if Suqian wants carving out culture, we shall begain from children.
　　On August 29, 2006, the 3rd  Municipal party representive meeting points out aboratively cultivating carving out culture aiming at buliding core competiveness. Carving out culture formally enters the resolution of party representative meenting, and becomes the common goal of all of the city’s cadres.

On November 1st and 2nd, the 1st Suqian carving out culture festival was held in downtown. During the festival, 8 activities were held: carving out culture forum, carving out skill competion, carving out report by businessman from Zhejiang, and so on. This festival formally drawed back the curtain of the construction of Suqian’s carving out culture. Municipal committee, and municipal government made November 1st and 2nd as the annual carving out culture festival. At the same time, “ecological environment for habitation, carving out for changes” was made the city spirit of Suqian.

Note:① the shape of the sign is the chinese character “业”, which vividly and directly indicates the core of Suqian’s carving out culture is achieving business. ② the three “︱︱︱” in the character shows that as regular holiday celebration, Suqian’s carving out culture festival will be held on November 1st every year; its modeling is also high buildings and lare mansions meaning construction, displaying the bright future of national caving out; besides, three “︱︱︱” also indicates the aim of Suqian’s carving out culture is three “业” : able person set up enterprise, cadre promote career, common people creat family property. ③ the “て” is not only the freehand painting of the green zoology, and the combinationg of the characters “c” and “y” whixh are the beginning character of the chinese character “创业”.

On November 30, 2006, municipal committee worked out “the outline of the construction of carving out culture of Suqian “2006-2010”” which specified the aim, direction, and system of the carving out culture construction.
　　In 2007, the custruction of carving out culture in Suqian enters the phase of overall launching and thorough advancing. National carving out training month in the beginning of the year, carving out guidance and service week in the middle of the year, and the carving out culture festival at the end of the year form the “tripod” of Suqian’s carving out culture activity.

The “carving out forum” – two issus every year continuously innovates and perfects the theory system of Suqian’s carving out culture construction; “some policy comment on encourging national carving out ”, “using method of the developing fund for Suqian’s national carving out (temporary)”, and some other regulations made Suqian’s carving out culture rooted; the foundation of carving out guidance and service centre, and the launching of carving out service hotline and carving out culture website form the new platform for Suqian’s carving out culture construction.

Guangming Daily and Xinhua Daily reported Suqian’s carving out culture. People coming from Jilin, Henan, Guangdong, and Chongqing visited and reviewed Suqian. Strengthen the propaganda of public opinion:  seting up dissertation and column, such as “Carving Out Culture ABC”, and “Carving Out Forum” in national newspaper, television, radio, and internet; exerting the effect of model: organizing the evaluation of “Carving Out Star” for two issues, holding report meetings for 10 times by Carving out of Zhejiang businessman, native, and migrant worker; reinforcing the building of atmosphere: propagandizing carving out culture cia outdoor billboard, taxi, and manpower tricycle.

In order to foster more carving outers, over 60,000 volumes of training material were compiled and printed, such as “Guidance of Carving out in Suqian”, “Teaching Material of Carving out in Suqian”, “Guidance of Deputy in Suqian” based on the different types and characteristics of potential carving outers and future carving outers.; “Carving out Class” was set up in newspaper and TV; over 350 sessions of dissertation training were held, such as Practical Skill Training for Carving out, Trainging for Deputy in Enterprise, Upgrading Training for Small and Middle Enterprise, and about millions of personnels were trained.

Guidance and service organizations were established, such as : joint conference on the construction of carving out culture, guidance and service center for carving out, club for carving outers, mutually league for carving outers; a series of preferential policy was introduced in order to encourage and support carving out; developing fund was set up for carving out; different types of service base for carving out was established  various communicaton movement was held, such as helding business conference on investment and project, recommendation meeting of carving out skills, and fraternity of bank and enterprise, with multi-channel helping carving outers step on the road of carving out.

Construction of carving out culture in Suqian includes three aspects: concept culture, conduct culture, and brand culture. These three aspects not only relate and fuse mutually, but proceed in an orderly way thoroughly, gradually.
Carving out culture suits the needs of Suqian’s self-development, therefore has a bright future. But, construction of carving out culture is also a long-term evolution process, requiring the efforts of decades, or even some generations. The construction of the carving culture in Suqian needs efficient way, such as popularity of propaganda and education, standardization of carving out training, carrier of carving out culture, diversification of construction movement, and institution of organization promotion, to deepen ideological education, foster the participants of carving out, optimize the environment of carving out, push forward the practice of carving out, making the sense of carving out integrated into the culture gene of Suqian people, the practice of carving out been the spontaneous activity of Suqian people, carving out culture been the culture theatrical mask and brand image of Suqian. Civil participation whole-heartedly so that carving out blossoms all around Suqian, and makes Suqian worthy the reputation of “City of Carving out”.
The overall goal of the construction of carving out culture: benefit the environment of public opinion, policy, service, law, and humanity of carving out; outstand the role of carving out culture as Suqian’s main culture; embody the change from rarely talk to quickly action, from fogiism to innovation, from material above justice to justice above material, from carelessness to carefulness on the value orientation, thinking mode, and behavior of carving out concept; the ability of carving out of both cadres and mass, esp the characteristics of the times “comprehensive quality, leading the mass” of cadres shall be enhanced obviously; practice of carving out flourished, forming the situation of national carving out.
